Government Jobs Guarantee offers new recruitment pathway for security sector – BSIA

The UK security industry is being encouraged to take advantage of a new government-backed employment initiative designed to help businesses tackle recruitment challenges while supporting young people into work.

The British Security Industry Association (BSIA) has welcomed the launch of the Government’s new Jobs Guarantee programme, which will provide fully funded six-month job placements for eligible 18–24-year-olds as part of the wider Youth Guarantee scheme.

For physical security providers facing ongoing staffing shortages and increasing demand for trained personnel, the programme presents an opportunity to build longer-term workforce resilience while reducing hiring risk.

Under the scheme, the government will cover 100% of employment costs for 25 hours per week at minimum wage. Participants will also receive wraparound support from specialist delivery partners aimed at helping them transition into sustained employment.

The initiative launches initially across selected regions during spring 2026 before a wider national rollout later this year.

Industry leaders say the programme could help create structured entry routes into a sector that continues to face recruitment and retention pressures across guarding, surveillance, integrated security and wider risk management services.

For employers, the scheme offers the chance to introduce new talent into the industry while maintaining professional standards around training, supervision and vetting.

The BSIA has highlighted the potential for the programme to strengthen workforce diversity and support long-term skills development at a time when the security sector is becoming increasingly strategic to national resilience and public safety.

Participating employers will work with regional delivery partners responsible for candidate matching, funding administration and ongoing support throughout placements. Phase 1 regions include Birmingham and Solihull, Greater Manchester, Hertfordshire and Essex, the East Midlands, parts of Scotland and Wales.

The launch comes amid wider concerns about skills shortages and workforce sustainability across the security industry, particularly as demand grows for qualified professionals capable of supporting increasingly complex security environments.

For security businesses, the programme may also provide a route to engage younger workers earlier in their careers and develop talent internally through structured progression pathways.

As the industry continues to evolve across physical, electronic and integrated security disciplines, initiatives focused on early career development are expected to play an increasingly important role in supporting operational capacity and future workforce planning.
